Here is a translation of the justification of increasing Japans whaling budget to provide security measures against Sea Shepherd
It reads that it is necessary to provide these funds to assist in the "severe destruction" of the Ishinomaki area and to "stimulate the restoration".
This is absolutely disgusting. I feel so sorry for the people in Japan who still haven't even got continuous power supply yet. Its time for Japans citizens to know the truth and stand up to their corrupted Government. I for one would not stand idle if the Australian Government used funds from say the QLD flood relief on a external program.

Special Permit Research Whaling

Budget: 2,284,000,000 yen
Aim
In order to ensure the stable execution of the 2011 season of the Antarctic Whale Survey(JARPA), the program will strengthen measures to combat harassment by anti-whaling activists.
Background
In the Great East Japan Earthquake, the Ishinomaki area, one of the prominent whaling centers in Japan, suffered severe destruction. In order to return to commercial whaling, Japan has been carrying out research whaling, but in recent years has suffered increasing harassment from anti-whaling activists, such that
last year the Antarctic survey had to be ended prematurely in order to ensure the safety of its research vessels. Strengthening measures to combat harassment by anti-whaling activists will ensure the stable execution of this year’s Antarctic survey and stimulate the restoration and revival of the region around Ishinomaki.
Objective
To carry out the 2011 season of Special Permit Research Whaling as planned.
Content
While providing support in response to the loss of income from sale of byproducts (whalemeat) due to the premature end of last year’s survey, the program will strengthen safetymeasures against harassment by anti-whaling activists.
